Independent Commissioner, Football Regulatory Authority

The Football Association (The FA) is the not-for-profit governing body of football in England. It is responsible for promoting and developing every level of the game, from grassroots through to the professional football.

The Football Regulatory Authority (FRA) is the disciplinary, regulatory, and rule-making function of The FA. The FRA comprises of 12 Commissioners. Four are elected by representatives from the professional game, four are elected by representatives of the national game, and the remaining four members are independent.

The FRA’s key responsibilities include:

  • proposing amendments to FA Rules and Regulations – proposed changes to FA Rules and Regulations are discussed and reviewed by the FRA and then submitted to the relevant other FA bodies for final approval;
  • monitoring compliance with FA Rules and Regulations - FRA members are provided with updates on compliance with FA Rules and Regulations by The FA’s Legal and Governance Division and members are also invited to input on current themes and issues in the regulation of football;
  • reviewing the composition and suitability of The FA Judicial Panel – the FRA is responsible for approving members of The FA’s Judicial Panel (the panel which judges The FA’s disciplinary cases).

The FRA is now seeking to appoint an Independent Commissioner who has relevant sporting and/or regulatory expertise.

The Independent Commissioner will be an active contributor to the activities of the FRA and must demonstrate the ability to work collaboratively and constructively, and to the highest integrity and ethical standards. They will understand sporting and/or regulatory matters and will have a passion for the promotion of greater inclusion in football.

Time Commitment and Remuneration

Meetings of the FRA take place approximately between six to ten times each year (between September and June). These meetings may be held in person or remotely. An attendance fee is payable for Commissioners attending FRA meetings and reasonable expenses may also be reimbursed.
