Every Life Has Equal Value.
Guided by the belief that every life has equal value, the Bill & Melinda Gates foundation works to help all people lead healthy, productive lives. In developing countries, it focuses on improving people's health and giving them the chance to lift themselves out of hunger and extreme poverty. In the United States, it seeks to ensure that all people—especially those with the fewest resources—have access to the opportunities they need to succeed in school and life. Key to enabling these missions is our commitment to science and innovation, collaboration and partnership, measurement and rigor, as well as optimism and risk taking.
The mission of the Global Policy & Advocacy (GPA) division is to understand and shape the public policy debates affecting the Foundation’s work, build support for its major program and policy objectives, and develop partnerships and alliances that can advance the foundation’s objectives nationally and globally. Because the Foundation’s resources alone are not enough to solve the challenges ahead, GPA also supports advocacy efforts to engage diverse stakeholders and promote innovative solutions that advance our program goals. We work in close partnership with grantees as well as our colleagues across the Foundation to build an environment where all people can lead healthy and productive lives.
The Program Advocacy and Communications (PAC) team works in partnership with colleagues in GPA to achieve policy and finance goals by developing and implementing advocacy and communications strategies; developing and managing grant portfolios dedicated to achieving advocacy outcomes; developing policy recommendations in partnership with programmatic and regional offices; leading issue-specific communications in service of advocacy goals and leveraging leadership and foundation voice to implement advocacy strategies; and directly advocating with sector leaders, influencers, media and government officials in order to achieve advocacy outcomes.
Reporting to the Global Director, PAC and working in close partnership with the PAC Health Director, the Director, Program Advocacy and Communications will provide strategic leadership to a team developing and implementing policy, advocacy and communications strategies supporting our Global Growth & Opportunity (GGO) and Gender Equality (GE) divisions. This is a new role that represents the growth in foundation programs working towards global growth and gender equality.
The position will be responsible for bringing together a holistic vision for the foundation's positioning, advocacy, and communications for our work spanning Agriculture, Financial Services for the Poor, Nutrition, Water, Sanitation & Hygiene, Global Education, Women’s Economic Empowerment and Women in Leadership. You will work across the foundation with leaders in the GGO and GE divisions as well as Africa and India regional/country offices to mobilize resources from public, private and multilateral sources, support the development and implementation of effective policies, and foster public and political commitment necessary to achieve the foundation’s program goals. The role contributes to advancing the foundation’s mission and impact by leading an excellent team and fostering an environment of optimism, collaboration, rigor, and innovation.
The successful candidate will have at least 15 years progressive, senior-level experience leading teams in relevant work, preferably with a mix of service in the public, non-profit or private sectors. You will have proven experience developing successful strategies to move systems of policy and resources in one or more relevant sectors for the benefits of the poor. In addition, you will have a track record of effective management experience, including building and leading diverse teams in a matrixed environment to optimize impact. Most importantly, our first Director, Program Advocacy and Communications: Growth, Opportunity, and Empowerment will have the proven ability to work collaboratively, with flexibility, entrepreneurship, and diplomacy both individually and as part of a complex team effort.
This role will be based in Seattle and the salary is competitive and commensurate with the seniority of the appointment.
